How do I cascade members down a strategy tree?

I assumed that adding a new member to the top level in a tree would cascade that person down all the sublevels / okrs etc.

Is there a way to assign existing objectives to actions?

I want to create a series of OKRs from the main dashboard and then within the actions of a goal search for the relevant OKRs to add. Is this possible?
